Important note: the politics of Egypt is explained both in XWP and in H:tLJ. Unfortunately, the two versions given are wildly dissimilar. Egypt in XWP is that of the Roman conquest, with Cleopatra, Ptolemy, Marc Antony and Octavius. But in H:tLJ we get older pharaonic fare: Ramses and Nefertiti. Neither version mentions the royalty of the other version at all.
   Given the choice between using either Xena’s or Hercules’ Egypt, I chose to split it in half. I had already decided to do that for my season 7 fanfics, anyway.
Lower Egypt: the northern part. Cleopatra’s Egypt as seen in XWP, with Alexandria and meddling Romans.
Upper Egypt: the souther part. Nefertiti’s and Ramses’ Egypt with little foreign influence.
 

LOWER EGYPT
WHERE: Northern Egypt
CULTURE: Borderland between the Greco-Roman and the African cultures.
ORGANIZATION: Country
FORMAL RULER:
Warlord-s1: Queen Cleopatra
s2-s3: Pharaoh Ptolemy (speculation on the exact length of his reign)
s4-s5 (pre-Livia): Queen Cleopatra (reinstated)
s5 (post-Livia): Governor Cornelius Gallus ( Upper Egypt under Roman rule)
s6-ss7: Governor Gaius Galerius ( Upper Egypt under Roman rule)
POLITICS: Normal court intrigue when the monarch is strong, otherwise the priesthood claims most of the power. Extreme conservatism is the rule.
DON’T: Don't disrespect the priesthood or the pharaoh (in that order). Don't imply that another country is as ancient and noble.
FIGHTING: Guards and soldiers carry weapons, other rarely so. In towns and cities, brawling is rare and swiftly stopped. In rural areas, things are less strict.
NOTED DANGERS: Mummies, constructs.
 

UPPER EGYPT
WHERE: Southern Egypt
CULTURE: Borderland between the Greco-Roman and the African cultures.

Abydos This town is a centre of Osiris worship.
Alexandria: The gigantic capital of Lower Egypt seen in the series.
Amarna In my fanfics the abode of the Seraph Aton.
Ammoneion An oracle temple to Amon-Ra.
Assiut A border town from my fanfics.
Berenice A port, famous for its emerald mines.
Dendera Another non-canonical town. Aphrodite is the main deity here.
Elephantine Marks the southern border of Upper Egypt.
Gaza A very ancient city.
Great Sea of Sand A virtually impassable desert area.
Jerusalem Non-canonical, but hard to ignore. Philistine/Israelite.
Leuce Come A trading town of the Nabatean realm. Most buildings are blindingly white.
Memphis Ancient even by Egyptian standards.
Petra Non-canonical and spectacular, the capital of the Nabateans.
Semna A Kushite town.
Tanis A port.
